Each military service studies housing on Oahu for its own people, and the Government Accountability Office found the services ran “conflicting analyses for shared areas such as Oahu”; the department wanted one picture of the island it could work from.

One dot for every hundred military housing units set into the one model of the island, gathered into the shape of Oahu.

What the record showed

ArtifexAI, as the technical partner to the firm that held the contract, placed 15,088 military housing units in one model of the island. The 18 projects on the island’s planning books, about 12,847 units, went into the same model, so a unit and the project that will change its market sit in one place with the record behind each.

The opportunity

One picture of the island that every service can work from

ArtifexAI built the model from records the island already keeps, its housing inventories, rent records and the planning files for projects awaiting approval, and each unit sits beside the record it came from. The questions each service now studies on its own can be asked of that one model, such as where a junior enlisted family, an E-5, can afford to live, and what happens to that family when the housing allowance moves. Oahu is one of several places where the services share a housing market, and the same model can be built for any of them from that place’s own public records.
